Good advice- I had a "floating neutral" which caused my Miller 185 mig welder to blow a circuit board and several other machines were damaged. I finally called my favorite electrician who found the problem was the ground wire the power company installed had a bad connection. This was after they had put in a new transformer closer to the house.

They paid for all the damages.

The NEC states that there has to be a ground device between the drop to the 
house and the connection to the house, this is called a ground block. There 
should be a common ground to the house for the electric company, phone company, 
etc. The gound block should be attached to a metal water pipe that goes from the 
house to the earth outside the foundation, or the common house ground (called a 
bond), or a 8 foot copper clad ground rod. The ground block should be connected 
to the ground via 12 gauge copper wire. The wire has to be connected to the 
ground via mechanical attachment, generally called a knuckle or a crimped 
connector.

I worked in the cable off and on for many years. If anyone wants, you can call 
your electric company they will send some one out to check and test your ground.

Depends on where the lightning hits.   There are no fuses after the 
transformer.    Lightning can easily jump the gap of an open fuse anyway.   I 
think power company surges are covered but not 'acts of god'.

I don't know how it works where you are, but the power company was obliged to 
replace a bunch of equipment for me after lightening hit a nearby power pole. I 
think that in theory, their fuzes were supposed to protect the power user.
