Another thing to keep in mind is that metals, like many other things in high stress environments, have definite life spans.
A camera housing like this may just be good for x number of dives, at which point the US Navy retires it and puts a new one into service.
If the thermal cycling and resultant stresses are severe enough, you just have to consider them consumables...
