In both cases it's a question of...

In the case of the fish..there are still the guts, the blood line and the fin bones to deal with;
Plus it'll mush the flesh and probably works best when the fish have been left in the sun all day.

In the case of many politicians the guts and the spine seem to have already been removed.

Then there's the matter of the double entendre'....
