That's a cool device called a "jenny" (at least in some venues.)

Works slick on tubular tin things a few inches in diameter but the
rolls that actually contact the workpiece are ca. 3" in diameter,
making it difficult or impossible to apply to 1-1/2" or 2" tubular
stuff.

I have one of these things.  Every few years, it proves to be
extremely useful for some little tinware task. Collects dust
betweentimes.

I wonder if you could modify one them pliers-like can openers or an
electric one with a less-sharp wheel to make a mini-jenny.  Good
project for a tinkerer with too few projects in h{is,er} pushdown
stack.
