Copper and brass spinning is done with a lathe spinning a sheet and the
metal is worked with a hard wooden tool. Could the reverse work if the tube
was stationary and worked with a spinning wooden mandrel turned to the
correct size and held true in a jig?
While it'd be pretty simple and easy to spin a flare on a piece of tubing I
don't know anyone who uses wood for spinning tools except to center and back
bend the outer edge of the blank. In this case it'd be much easier to start
with brass tubing and spin the flange on an end, a split board might be just
the tool to do it too.
