Heat the square tube up. Forge the end round...  Or, cut a piece of 
plate large enough to weld over the holes in the brake drum. Cut a 
square hole in the middle of the plate the size of the tube. Weld the 
tube to the plate. Or cut slits down the corners if the square tube an 
inch or two. Bend the sides of the tube out to make a flange. Weld or 
bolt the flange to the brake drum.
