Sorry Jim I don't have a formula, but its not a large amount of 
garlic, I just use two or three cloves in a bottle (1/2 cup) with olive oil.

when you buy a large jar of chopped garlic in the store you can get 
several spoons full by just mashing down the spoon an letting it seep 
into the spoon .

I have not used it outdoors, but Jim too has a pretty good idea that 
would make the concentration of garlic oil really high.
