Um, lets leap ahead here, Bruce.  That would only expunge congress
critters from (the remains of) states widely afflicted with fire ants,
y'know?

Suppose we leave some paper bags full of money around K Street.  After
a while we start lacing them with black powder.  A bit later we drive
by and throw a cigar butt into the street.  Then we get the Frosty
Effect without prejudice to state, region or party.  And by following
the smoke, we might find out where all that corrupt money percolates
to.
