I think the minimum version is a round of wood stump with a hole bored in the exact center of the bottom side, but not all the way through.
The round sits on an upright pointed branch, inserted in the hole.
Another hole is bored on  top, near the edge and another stick is inserted from above to whip it around till it's spinning fast enough to throw pots with the momentum.
I'd a friend who lived in an old school bus and made a living making cups and bowls with such a wheel.
