So does that mean that gas/propane furnaces, water heaters and stoves are
illegal? That just doesn't sound right at all. A propane forge is no more of
a hazard than a propane grill or oven. Sounds suspect to me as to whether
the parties you got your info from actually know what code is.

Andy is right on this.
Coal gas going pop is bad enough. an airpipe full of propane could be real
interesting.
