Dave,  For this tool do the following.

Heat to a good yellow heat, around 1850 to 1900 F.

Let air cool (quench) in still air down to 140 F -- you can just touch / 
hold it like very hot water.

Temper by heating to 1050 F.  Blood red in very low light.

Let cool and put to use.

The tempering step is important and most folks are surprised to see it this 
high.  There is actually a secondary hardening effect that takes place with 
the temper step.  Final hardness will be around Rockwell C of 50 to 51.

Not textbook treatment but not far off.
