Since my wife is a weaver and has a small carding mill, I asked her.
She didn't know.  After some digging, I think the answer is either:

   + part of an industrial carding mill that pulls the carded wool (or
     whatever) off the main drum, or

   + a longish awl to do the same on a home-sized carding mill.

So, Jerry:  put us straight.  Longish awl with a fancy handle?  Or what?
