Hmmmm... you conveniently left out  Governor Blanco and Mayor Nagle.  
The LOCAL and STATE governments take precedence in these situations.  It 
takes time to muster forces and transport them through the remnants of a 
hurricane..  but it should never have gotten to that. N.O. should have 
been a ghost town.

sorry.. I couldnt let that one go by...
