That is the sole legitimate function of governance.

WE enforce it.  All of us - not some fiction called "government".  But 
that requires participation and responsibility and accountability... all 
things far too many of us run from as quickly as their legs will carry them.

The standard is clear.  No doubt there would be some weird cases 
comprising a gray area, but on the whole things would be a load better 
than we currently find them.  Do your thing - don't harm others.  It is 
the Golden Rule.
