I've used JAX blackener in the past; now use Van's gun bluing. With JAX, I applied with brush (cut bristles short and sort of 'scrub' blackener into the steel) and dried with paper towel; no water rinse. Very little 'orange' discoloration, which does disappear with application of linseed oil or wax finish. The steel does need to be quite clean. Use cleaning with BonAmi, good water rinse, and towel dry. If your piece has any crevices or such, gently heat the piece with torch or put in kitchen oven to dry all water out. Bead blasting followed by wire bush is best. I think your problem is dipping, water rinsing, and air drying with the JAX.

I tried using JAX blackener for steel today on a test piece of cold rolled
steel tubing.
At first it seemed to work really well but after washing it off and hanging
to dry, it quickly got an orange coating on it (like rust but...not quite).
Clearly i did something wrong. Anyone have any advice? I wondered if i wax
over it if it would go away (wishful thinking i'm sure). i did clean the
piece quite well but i didnt use Muratic acid first or anything like that.
Just cleaned and dipped and washed.
stinky stinky! i worse gloves but somehow my hand still smells like sulfur.
