Bob, I think it has been marked for some time now, at least several years.
My guess is that it start about the same time as color was introduced for
the outside of Romex. White - #14, Yellow - #12, Orange - #10 etc. This
was started in 2001 to help inspectors see what had been installed. Romex
can still be used with the white jacket in all sizes but new manufacture
must have the colors.
EMT isn't really conduit -- it is "thin wall" conduit not to be confused
with real conduit used for industrial electrical applications. Real conduit
has straight thread pipe threads. My guess, is that the marking is to once
again help inspectors know what is installed.
