Against the rules<G>. Daddy always said that there's them that make the rules (like congress who has their own social security and health system) and them that obeys the rules (us). When ever has it been known that a card user got to make the rules<G>.
Back on task, if the identity is stolen and they have bogus cards in your name, you never had the cards in your posession for them to be stolen.
Again, it's easier (and cheaper) for the banks to allow (by not persueing [sp] aggressively) the miscreants. The fix costs more to then than the problems. They won't say that, except in the board rooms after everyone has been checked for bugs<G>.

So it follows that if your identity is stolen, you need to have had your
