[TheForge] reversal of fortunes in a blink of an eye

SO, let me get this straight. Someone I have no connection with pretends to
be me, and has a credit card issued, i.e. opens an account without my
knowing or signing for anything, applying for anything or agreeing to
anything or even knowing anything about it. He charges things to that
account/card himself, again without my ever even knowing about it or having
enything to do with it. I never pay the bank anything, because I didn't
open the account or make the purchases. The scumbag stole the card, i.e.
obtained it by a fraud on the bank, and did a bunch of other fraudulent
transactions that I had nothing to do with. So the bank can't collect from
the scumbag. So I am out the money ?
I don't think so. I am out the trouble and cost of proving I don't owe it,
maybe, when the bank tries to collect from me, or of pointing out that the
bank can't prove that I do owe it because I never applied for or signed
anything, but I am not out the money.
