Terry,

I use one 80 pound bag per post.  Just dig the hole, set the post in place, 
pour one bag in DRY, tamp a bit, and fill the rest of the post with dirt and 
tamp well.  The quikcrete will absorb all the moisture it needs from the 
ground and be hard set in a few days.

This is the way Morton Buildings sets pole barn posts, they do use two bags 
per post and guarantee them for 50 years.  Those post have much high loads 
then your fence will have unless you plan to run into it with a tractor.
