OK. Now I will show everyone just how much space there is,unused, inside 
my head.
The issue , seems to me is how much compressed air the compressor can 
produce at the rated pressure, versus how much you will bleed of at the 
usage pressure.
100psi in the 80 gal tank is a lot more than the 80 gallon tanks worth 
when released  at say 40 psi. That is where the formula comes in.
  If you can keep the tank full you are golden.
  So does the maximum load at 40psi exceed the compressors capacity at 
100psi?
I doubt anyone really cares how fast the tank goes from atmospheric to 
100psi.

If the storage is large enough ( maybe more than one tank) and the usage 
is not constant, a slightly smaller compressor may very well keep up nicely.
Remember the tank only needs to stay at the 40psi to be adequate.
I saw a compressor curve chart somewhere ,perhaps Grainger's. As i 
recall a compressor capable of producing 40 cu inches at 100psi did way 
better than that at 40 psi.
