This is what I have done before.

I get the angle of the concrete, go back to the shop and put a hole saw in
the drill press. Angle the drill press to your concrete angle and drill out
a 2x4. Then go back and when you lay the 2x4 on the concrete your drill will
be straight up and down.

I keep 33, 45, and 90 degree jigs of 1.5", 2", and 3" on the truck for
drilling railings
