In reading that metalurgy book that was refered to on this forum which is 
very good, almost a Blacksmithing Bible, It says when you burn charcoal it 
produces either CO or CO2 depending on the temperature you burn it at, and 
one of them (hot or cool) removes carbon from the steel and the other adds 
it. Thats the jist of it anyway, my words it has diagrams too..
