All of the cards that I receive I must call from my home phone to activate.  They would have to intercept my phone line somewhere to activate them.  Stealing them out of the mail box wouldn't do much good, unless there is someone willing to take the risk of not checking before charging.  Small time vendors will sometimes do that, because it costs extra for the immediate service.  I don't consider that likely for the things that are normally purchased on a stolen card.  

The additional problem in money today, is that the card companies make the rules, and know them well.  Used to be that you knew the bank person that you worked with, and they at least had your account's interest in their best interest as well.  With the "faceless" tellers that we have today, the friendly middle man/woman has been pared out of the equation.  One less person to hire, train, vacate, sick time, pension.  This ensures that more of the employees are looking out for the best interest of the "bank," instead of the best interests of the bank and customers.
