I know a few college girls that do a state background check on the young men they are dating, it's free to check the county records here in Ohio, some how or another they get the state records also. 

With teachers and other professionals it to check to see if that profession person has done something wrong with children or broken other laws. Plus this can check to see if that professional was ever committed to a mental institution.

There are about the same % of nuts there always were.
We just have better (?)reporting.
The accumulation of laws is a real problem..pf
