My solution is to never ask permission in the first place.  I tend to 
over-engineer in any event, so if the local gov don't like it, they can 
lump it.  'Course, out here in boonieville nobody is going to have 
anything to say about what one does anyhow.  Density of population is 
very low in Summers county WV.  Seems to be about the size of the 
southern 1/3 of NJ with only 3300 people to speak of.  We can do as we 
please. :)
