A friend of mine did that for the bar that protect his gun store windows. He build the bars out of 1 inch black iron pipe, fill them with Black Powder. Metal saw or torch would probably set it off. No sure how the police and his insurance company would feel after the place exploded.

One way to deter people from using a gas torch to breach a safe is to place
a placard in plain view that the safe contains canisters of black powder.
