I agree with you, they should of contacted some blacksmith for advice. They
had a link for a pdf of a 1941 article for making that sink forge. So, I
guess, that's why they made that forge. 
I bet he "buys" the equipment from the magazine as salvage or leftover
material at a discount since the story is done and the magazine doesn't need
the stuff any more.
I did go ahead and saved this article as a pdf for my own reference.

I am betting that the magazine paid for almost everything.  Big question, is
who gets to keep the goodies. 

You would think that they would have contacted a local blacksmith to get
some advice before jumping in the way they did.
