I had thought of doing this,  basically replacing the bungy cord with 
something that doesn't stretch. I had also thought of using one of the 
chains off the back of an old boat trailer that has a simple chain binder 
and a real stiff spring.

We have a short length of chain looped around the handle to prevent it's
movement when not in use.
