He just wants to build one that works; maybe to prove he can do it. No, it
is not practical, but .....

I think Dave's right.  A friend of mine took Latane's and Ross's
classes at the Folk School for years and came home one year with a
vise.  I don't recall that it was a post vise - I think it was a
clamp-on bench vise.  But aside from the leg, the design was the same.
 And it was a good deal smaller than what we typically use as a post
vise.  He said it was a lot of work.

Does this friend want to make a  post vise for aesthetic reasons, or
does he just want one?  Not cost effective to copy the original.
There was a design on the web somewhere for a welded post vise.  Acme
screw and nut, etc.  Not so eye-pleasing, but probably as effective.
