Jeff,
I think you are talking about the metal used to thermit weld the tracks-
notice they are found close to the red 7 white rubble used as a "dam" to
concentrate the weld. The weld is then ground to the configuration of the
rest of the track. My guess is it is close to the same material as the
track. I know a fellow who forged a piece on the power hammer and he said
when etched, it had a mottled appearance.
Maybe someone with railroad experience can give us a more specific answer;
that's just my swag.

Not too long ago someone was explaining the different pieces found along RR
tracks. I occasionally find pieces of round stock usually around 8 - 10"
long and fonged to a square taper on one end. Taper is about 4" long. The
rod is 1 3/4" in diameter. I'd like to know what they are and what they're
made of. My spark testing skills tell me that they're probably metal.
