That should work.  The trickiest part may be welding the steel to the anvil top, if the anvil top is wrought iron.  You may need a high nickel rod for that connection.  There are some welding experts on this list who may chime in.

Well, I'm planning on using some 2" think steel in a flat rectangular form to make pieces to go under it.  I'd planned on setting them side by side and orienting them vertically.  I figured that they'd be strongest against the force of the hammer blow in this configuraion.  Will it be safe then to make one large flat plate added under these in a horizontal manner as a mount plate?  I figured on setting a larger rectangle under with some holes drilled in it.  Then when I make my base for the anvil, I'll set some allthread in the base to match the holes.  Then, I can tighten it down with some nuts.
