Actually the formula is the same but the propellant has changed. Here is a
quote from another forum. 
"Hi, FSN.WD-40 USED to be a pefect starter fluid for 2 strokes, but not any
more. When they replaced propane with CO-2 as the propellant all bets were
off."

So it wasn't the WD40 that started it but the propane propellant.

Roger, I may be wrong on this, because I haven't tried it lately.  A friend 
of mine told me that the substance in  WD-40 that was flammable, have been 
replaced with some sort of non-flammable substance.  This, of course, was 
because of liability.  YMMV for sure, but it's something to think about when

using the stuff.  Actually, I hope he was wrong, cause I have all kinds of 
stuff around my shop that won't start :o)

Ever have one of those Aha! moments, only to realize you were dumb not to
have thought of it years ago?

I needed to start my lawnmower today, and it was cool out so the engine was
not cooperative.  I looked around for some starter fluid
(ether) and couldn't find any.  I considered substituting acetone, but this
mower has a lot of plastic parts the acetone might damage.  What to do?

While looking around in my garage some more, I spotted the propane torch.
(!)

It was tricky balancing the torch near the air filter but once I succeeded
in that, and turned on a stream of propane (unlit, of course), I started the
mower on the first try.
