That (those type powers) is nothing new.  I spent a 30 year career as a 
manager in USDA, of all places, and we had little books of regulations 
here and there, mostly resulting from the cold war, that had procedures 
on how we would operate in certain situations of national emergency, 
either natural disaster or more importantly nuclear attack.  This 
involved control of food and farming tools, repair parts, fuel, etc. up 
through the wholesale level.  You had to (in the event of these 
situations) have permission from Uncle Sam to buy a new bolt, for 
example.  And I'm not kidding.  In the early 70's we instituted fuel 
rationing for farmers, this lasted about 8 or 10 months.

You (and I) would probably be aghast at the things our govt. would do 
to/for us in those situations.  Let's pray nothing like that ever happens.
