Thanks for clarifying.

Yes, I believe OSHA allows PVC in above ground application for 
compressed air if encased in another medium capable of withstanding 
explosive failure.

I was only pointing it out as the discussion had moved toward not 
encasing it in concrete  to allow for drainage. As a safety issue, I 
thought it should at least be put on the table.
