I think that I will have plenty of lift by designing it for at least twice
the needed buoyancy.

The drum will float the weight of its volume in water (440 is about right)
less the weight of the drum itself (maybe 40) BUT that is the formula for
exact neutral buoyancy: that is, it will float, but with the highest point
of the drum exactly at water level. You will probably want about half the
drum above the waterline, so figure to float more like 200 pounds per drum.
