	Cities don't have rights, only delegated powers.  Todays decision has 
underscored that those delegated powers do NOT extend to violations of a 
citizen's rights through policy decisions.  This is a VERY important 
point to keep in mind in discussions of things such as this.

	The most important aspect of this IMO is that they ruled that POLICY in 
contradiction of the constitution is not valid.  This statement ranges 
WAY past 2nd amendment questions.  In fact, this single aspect of the 
ruling may resonate into far reaching considerations if someone is sharp 
enough to use the precedent properly.
