neighbors helped neighbors evacuate the flood areas.
neighbors helped neighbors sandbag their homes, businesses,
churches, etc.
volunteers have been helping sandbag the levees all along
the illinois missouri mississippi river.
those flooded out of cedar rapids were proactive in their
response.

basically, much less whining about nobody helping them while
they do absolutely nothing to help themselves.
