I grew up in S. Cal. where they discourage open fires 
with extreme prejudice. A guy near Big Sur was arrested 
yesterday for fighting the fires (the forrest service 
had abandoned) by lighting backfires. He was of course 
arrested for lighting fires, even though the area was 
in imminent danger of burning and his action saved his 
home.

So, no they did not teach us how to use a signal fire 
at all. Openly discouraged it and made a point of the 
penalties for lighting fires. Regardless, it was pretty 
well known that with S. Cal's sensitivity to fires no 
plume of smoke is going to get more than a couple 
hundred feet in the air without being spotted, 
triangulated and responded to.
