[TheForge] OT (?) What's this?

I have never come across a meat hook that spins, I would think it would 
collect a lot of crud in side binding it up.
but I could be wrong. It looks like the top bolts into a beam or something 
and the bottom with the taper and wedge looks like it is meant for 
something to hang from it
