[TheForge] OT (?) What's this?

Something hung from this and rotated. I betcha the old pack rat (or a
predecessor) forged chain -- heavy chain -- at one time. I am betting that
this was used to hang the finished length of chain in loops whilst the smith
swings the link being worked on between forge and anvil. Bottom mounted on
a stake plate for lighter work and overhead --likely on a sliding track --
for the heavy stuff. Look for other evidence of chain-making in the shop.
An Oliver, for example, would be a dead giveaway, but also some kind of
plate, eye, ring or track on the ceiling or beam over the area between
forge and anvil, heavy swaging tools, pehaps permanently mounted to a heavy
hammer and corresponding bick that would match the short, curved section of
the chain link, where the weld was.
