I think that Frosty has the best guess so far. Chandelier..

else maybe something to hang chickens or whatever  critters from  when you
are butchering. Could use that to scald them / dunk several into a kettle
of boiling water.

I don't think it has anything to do with rope making, which is something
that I've worked at  and collected for most of my life. I've seen a lot of
things called rope making tools that had nothing to do with rope.  I made
my word good, got stuck with a $75 "rope machine" that was actually some
kind of an antique egg beater, and another time got stuck  with a geared
mop crank  that an antique collector  friend bought for me @ $50 because
the auctioneer sold it as a "rope machine" <grins>.

After that 2nd fiasco, I learned to stopped having friends pick up rope
machines for me.
