I doubt the inspector will care what size the pipe is.
   8"-12" is the normal range.

The inspector will probably want insulated flue pipe
(like for wood stoves) through the roof, with
non-combustible stand-off for some distance (2"? 6"?)
around it.  

What you want to do is convince him that the forge
flue will never get as hot as a wood stove.  That way,
he may let you get by with no insulated flue pipe
($$$), or with only the one section that passes
through the roof and near the rafters, the rest being
standard flue pipe.

I found the city inspectors here to be very helpful if
approached for advice.
