Bruce, a friend of mine makes muzzleloading rifles.  He ages the barrels with Chlorox.  I hate to tell you that he heats it.  It is very dangerous to work with boiling Chlorox.  I don't particularly like the look on a rifle barrel, but he does and that is all that matters.  I assume that the cat urine is due to ammonia in it.  If you try this, try it cold first.  It will be a bit slower, but much safer.
