Peter, I can imagine what you are describing.  Do we know of any chain-making shops where it was done this way?

Versatility is the answer to both questions.  First, picture heavy chain
being forged. It hangs from an ovehead mount between anvil and forge. A very
heavy section of chain has to swing between anvil and forge for each link.
the swivel helps in this movement.  In addition, if only one hook is used,
every time the chain is advanced on the hanger, the entire length from anvil
to hook to floor has to be lifted and moved.  With the multiple hooks, much
shorter, lighter lengths are accumulated, one link at a time and
progressively rotated out of the way. With the multiple hooks only shorter
lighter sections of chain have to be moved at any one time as the chain
progresses.

For lighter chain, the tool could mount in a hardy hole, swage block on a
stand, or stake plate on a post, where it is secured with a key in the slot
at the bottom of the post  at about bench level,  since the lighter section
would not have to be suspended overhead in order to make it manageable.
Again, shorter, lighter sections of chain are progressively looped on the
multiple hooks and rotated away from the smith.

I think it makes sense if you picture the chain-making process, involving
long lengths of chain of various sizes that might be made in a small shop
rather than the short sections we might encounter at a demonstration. That's
why I asked Mike to look around the shop in question for other signs of
chain production.  Overhead mounts for the hook, an Oliver, a chain maker's
anvil, funny-looking hardy tools, bending forks, bicks with swaging
impressions in them, things like that.

Peter,

Yes, that was the best suggestion I have heard.  I've never seen such a
thing in use, so I'm having trouble imagining it in use.  For example, I'm
still unclear on how it would be mounted; why both a threaded bolt and a
tapered post?  Also, why would it need to swivel?  Just curious.

Doesn't "chainmaker's tool"  account for all the features?

Two of the three smiths replying to my inquiry on the Anvilfire forum came
up with the same answer without prompting. I sent the link to the photos,
and two smiths replied within minutes: "chainmakers helper".
