Just because something can rotate doesn't necessarily imply that it was 
intended to.
Are there bearings, or evidence of lubrication? If not it might just 
have been a way of assembling whatever it is.
It might, at this point,even be a bunch of unrelated things someone 
strung together, three dimensional doodle.
Probably not, but could be.

I think the suggestion of looking again at the other equipment in the 
shop and perhaps what local industry surrounded the shop would provide 
the best clues.
