By volume, but the densiy of each of the materials is roughly the same. 
Lotta air in ground up steel wool.  I think anhydrous borax ground up fine 
mught be a bit heavier, so I'll probably get a postage or dietary scale when 
I make up a batch with anhydrous.

 Actually, I didnt trash the mill at all.  The steel cutters are a LOT 
harder than steel wool,and grind it up w/o much pressure at all.  Just 
cleaned everything up good.. Course, I'll run a lot of oats through there 
for the compost before I use it for food again.
