Without trying it, the simple geometric answer to
question one is 1" - halfway around the 1/2" bar.
This would anticipate stretching the outer edges of
the 3/4" bar around the picket.
Using the common bending assumption that you measure
in the middle of the bar to be bent (in this case, the
3/8" on either side of the split) the answer would be
1.25". This would anticipate stretching on the outer
edges of the 3/4" bar, and compression on the inner
edges of the split (bringing the split back down to
1/2" square, after opening it up.
Ergo, I'd anticipate needing something BETWEEN 1" and
1.25". Intuitively, I'd expect the shorter split to
be better, but I haven't tried it.
In principal, either of these should be true whether
you align the pickets on the diagonal, or square to
the 3/4" bars, but reality will probably rear its ugly
head and prove that simplistic notion wrong, too.
I won't hazard a guess as to best material for the
chisel. I'd start with a coil spring from a car...
