Could of course be lots of different steels but at the top of my list would 
be 1045 or 4140 depending on the quality level of the blower.  If you don't 
mind testing a little bit of it here is what I would do.  Saw off 3 slices 
of steel about 1/4 to 1/2 inch thick and heat-treat them.  But first take a 
look at how they spark with a grinder.  Heat to critical and then quench one 
in still air, one in oil and one in water.  File test all 3.  Now temper all 
3 in the oven at 400 F for 1 hour.  File test again.

With a 1.5 inch dia stock you have a good material to make hammers from if 
it is 4140 -- 1045 will work for this too -- I just like 4140 better.
