Another method would be to cut two wedge shaped pieces 
of reasonably heavy (3/8"+?) steel and weld them to 
another reasonably heavy piece as a base. Weld at the 
desired angle and the wedge shape will give you room to 
forge your taper. You'll be able to forge a taper equal 
to or LONGER than the wedge but not shorter.

Making a triangle swage is a bit more complicated than 
this but not a lot. There is some grinding and fitting 
of course and perhaps a little reinforcing necessary. 
Don't forget the mounting system of your choice, vise, 
hardy hole, saddle, stake holder, etc.
