Your choices are:

1) Muck around with googled homebrew solutions for removing chrome, and 
probably waste time and money with no results, or worse, a ruined piece 
and still have no way to re chrome.
2) Sandblast, sand and re polish, repair then electroless nickel plate 
(Brownell's and Caswell's sell excellent kits for this, I own the 
Caswell kit -- they have a small kit complete for $75)
3) Take the part to a chroming shop and have them electrically de chrome 
it.   Actually the reverse of the chrome plating process, they remove 
the chrome, then the nickel, then the copper flash.  I have heard that 
it is not that expensive for small parts.   They can also re-chrome it 
when your repair is done.  I have an old set of forks that I am planning 
on having this done to.  I will do all of the polishing and metal 
repair, just let the shop do the de chrome and re chrome.
